On 5th December 2023, a technical seminar on Healthcare Engineering Systems in Day Procedure Centres was jointly organized by the HKIE BS Division, ASHRAE and CIBSE with more than three hundred participants.
The Private Healthcare Facilities Ordinance (Cap. 633) (the Ordinance), gazetted on 30 November 2018, introduced a regulatory regime for private healthcare facilities comprising hospitals, day procedure centres, clinics and health services establishments in Hong Kong SAR. Pursuant to the Ordinance, two codes of practice, one for private hospitals and the other for day procedure centres, were published to set out the licensing standards.
The Code of Practice for Day Procedure Centres (2023 Edition) has taken effect from 3 February 2023 with the inclusion of new regulatory requirements of healthcare engineering systems, namely electrical installation, specialized ventilation system, and medical gas supplies in day procedure centres with a transitional arrangement.
This seminar was comprised of three parts. Ir Bowen KWOK, senior engineer of the Department of Health, first introduced the new regulatory requirements, implementation arrangement and certification scheme of healthcare engineering systems in day procedure centres.
Mr. Harry HAR, Chief Estate Manager of Union Hospital, then shared his valuable experience on good practice and various building services engineering solutions to satisfy clinically operational needs while complying with the international standards in a day procedure centre from planning to commissioning stage.
The last topic was presented by Mr. Brian TANG, Manager In-Charge (Estates & Facilities Management) of Hong Kong Baptist Hospital, who introduced a systematic approach to illustrate the considerations when designing the building services installations for two day procedure centres to comply with the internationally acceptable standards.
The seminar ended with a fruitful question-and-answer session and participants were also actively exchanging views on both engineering solutions and compliance standards in the above topics. Last but not least, on behalf of HKIE BSD, Ms. Esther Mak and Ir Chris Ng presented the appreciation certificate to sincerely thank the guest speakers for delivering such an informative presentation to our members.
